Widespread breach of housing laws detected [ 3/12/2002 ]
The Housing and Local Government Ministry has detected widespread violations of housing regulations by owners renovating their houses.

Deputy Minister Datuk Peter Chin Fah Kui said many houseowners undertook entire renovation of their houses without seeking the approval of authorities and submitting renovation plans to the local council.

''In many housing estates nationwide, including here in Miri, houseowners undertake renovation of their entire house without obtaining permission from anybody.

''We have come across cases where owners demolished the entire house they bought and constructed a totally new house on the same spot.

''When they do this sort of building on their own and do not apply for a certificate of fitness (CF), the newly-built unit can be deemed an illegal structure,'' he said in an interview.

Chin, who is Miri MP, said of more concern was that the renovation might not meet the standard of quality demanded by the ministry and local councils.

Citing the case of Ampang, he said many houseowners had pulled down their old houses, built new ones and moved in without even obtaining prior approval for a CF.

''This is a blatant violation of the statutory duty of the housebuyers.

''However, neither the councils nor the Fire and Rescue Department has the capability or the manpower to conduct such checks in every house in the country,'' he said.

Asked if the ministry would conduct checks on hillside houses to determine if they had been illegally renovated, Chin said: ''What we can do is only to check the surrounding hill slopes to prevent landslides as much as possible.''
